This platform provides for reporting on water and sanitation sector indicators under seven themes: water infrastructure for growth; managing and protecting water resources; water supply, sanitation, hygiene, and wastewater; climate change and disaster risk reduction (DRR); governance and institutions; and financing. The Secretariat recognises the need for comprehensive, accurate and timely reporting on water and sanitation in Africa. However, member states face challenges in accessing complete information required for informed decision-making, particularly in areas related to water resources management, climate change, and disaster risk reduction. In 2016-2022, member states provided an average of only 49% of the required information (WASSMO, 2022). Additionally, inter-sector coordination mechanisms are inadequately operationalised to ensure access to vital information from water-related sectors outside the mandate of water ministries (WASSMO, 2022; Molle, 2008). Furthermore, low prioritization of research, knowledge creation, and development to improve water wisdom exacerbates systemic and institutional challenges (Grey & Sadoff, 2007). These challenges underlie the inadequacy of primary data collection networks, insufficient material and human resources, and capacity constraints to analyse and utilise the information for decision-making (Jiménez & Pérez-Foguet, 2010). To tackle these issues, a comprehensive needs assessment was conducted in six targeted countries to determine the systemic and institutional requirements necessary to improve reporting on water and sanitation in Africa. This assessment revealed capacity constraints, insufficient material, ICT and human resources, and inadequate primary data collection networks that exacerbate the challenge of incomplete reporting.
